Optimizing apps screen won't display.

The "starting apps" screen stopped showing up during the boot sequence.

What caused this and how to bring it back?



P.S Doing a factory reset isn't the solution to everything so don't tell me to do so.

Welcome to Android Central! Does the phone otherwise boot normally to the homescreen, with all apps being functional?
 
Yes, Exactly.
Some of the apks are stored on sd, if that's some useful info.
Yes, it's useful and probably the cause. SD cards are best deployed for storing data created by the app while the app remains on the phone internal storage.
Move your apps
Save pics, vids and docs to the SD card.

The apks are stored on the SD -- but does that mean they're not actually installed yet? Apks are the installer files, not the actual installed apps.

The apk, being essentially a exe, is best not put on a peripheral from the motherboard, or in this case, the phone. In practice, we have seen the trouble of the apk on the SD card and it being the cause of the failure.
