Galaxy S2 speedtest.net speeds slow

I have my Galaxy SII that replaced my captivate. Out my back door about 200 feet from my house is an AT&T tower that just this spring got the fiber back haul. With my captivate I got a maximum of 3.1mb averaging 1.5-2.5 and with my new SII I average about 3.0-4.0 with the highest being 7.2.

Guys, I think it is the issue with the speedtest app.

I ran the test more than 10 times at diffrent time, it ranged from 0.5mbps - 4.92mbps.

Today, when i tried to run it again, it prompt me for a new update for the app. After I updated it, it is now range from 14mbps to 18mbps.

Also, I have a server about 100 miles from where I live, but it pulls the signal from another server in my neighboring state which is about 400 miles away.

oh btw, the speedtest by using the server in my state which is about 100 miles away from my location is slower than the server that is 550 miles away in another state

huh? Tower? I can promise you, you are NOT locked onto a tower more than a few miles away. RF drops in RSSI in general like (1/x) where x is you position / distance from the site. Now if you are talking about servers in the app, that is a different discussion. There are many reasons some servers perform better than others.
 
I am in Philly and get between 1mbps and 6mbps down depending on signal/time of day. In contrast, my iphone4 usually gets between 0.5mbps and 1.5mbps down, so I am happy. (Although my Droid Bionic on verizon gets 11-26mbps down :( )
 
I am in Dallas using the server in Atlanta. On average I see about 8/1. In the off peak hours it will scream at 14/1 as noted in the pic.

Dallas AT&T has an LTE network available.
Not saying that has anything to do with it.

LOL. I work for at&t. it does not and yes I have LTE devices :-) The GSII is a personal Toy. When LTE goes live for handsets, I will have a new toy.

Dallas DOES have LTE. You sound grossly uneducated.

Anyway, in Philly, I'm currently getting upwards of 7MBPS, topping out at 8.05.

Can you tell me what rom you are using, because mine sucks:
KH4 with KH3 modem.

Maybe you can screen shot your settings/about phone/ scroll down?
