Galaxy S3 won't turn on, stuck on "Samsung Galaxy SIII GT-19300" logo, any way to recover the data?

My sister's phone completely died for no apparent reason 2 weeks ago, it won't get past the "Samsung Galaxy S3 GT-19300", here's an example:
(sorry about the cringy phone hygiene, it's not mine)
So, I tried switching out to a new battery, tried accessing the recovery mode but with no luck.
Basically it only reacts when the device is turned off and is connected to a charger, it shows a battery with a circle on it, any attempt to boot up the device results in a permanent "Samsung Galaxy S3 GT-19300" logo until reboot, the only thing I successfully got into is the "Download Mode" but I have no clue what to do with it in order to restore the data from the device.
My goal is to restore at least the photos and if possible the phone contacts, I don't need the phone working, just the data from it
(Unfortunately she didn't use a micro SD card, the data is in the internal memory, the contacts were never synced gmail)
