Can't extract anything without power to the device.

Try getting a new battery. The S4 has an easily replaceable battery. The hard part is finding the right one. Most that you may see on Amazon or eBay labeled as "Samsung" are usually counterfeits. But some are genuine third-party suppliers.

Just make sure it matches the original capacity of 2600mAh. Any battery claiming more than that, and some advertise "high capacity" as high as 8000, are fakes.

Welcome to Android Central! In addition, replacement batteries might also have been sitting on a shelf for years, so there's a higher chance that the battery you get won't work very well either.

You didn't back up any of these photos (which is what I assume you mean by "memories") to your Google Photos in the cloud, or anywhere else?

Unfortunately, it will be difficult to find good batteries for an 11 year old device.

Only thing I can add is going forward you have something that means a lot to you back them up in multiple places .
