Galaxy S7 system taking up too much space

Hi i have Androir 8.0.0 on my Galaxy S7

My storage shows 28GB Used, of which 12.5GB is user Data
Im assuming the 16GB is system used? can this be so large?

If you install a terminal, like Terminal Emulator for Android, and run the command df, yo'll see how the phone is partitioned. System, Download, Recovery, a few other partitions (for things like the IMEI) - and userdata, which is the partition you can put your things on. Since you can't repartition storage, it doesn't matter how large the system gets, as long as it fits into the System partition.
