Galaxy S7 will not factory reset, only asks for password

We are 98% certain that we are entering the correct password for our Galaxy S7 but it keeps coming back to entry a password. No matter what we do it asks for password. Try and turn phone off, nope, it asks for password. So we try and factory reset with volume up + home + power. Nope, nothing happens. What can we do to gain access to our phone? If factory reset will not even work and anything we do, including simply power down requires password.
 
It seems that you have a 2% margin for error there. Babies have been conceived even with a 1% chance of a condom failing, so it could be just you have the wrong password.
 
Is this a security app or something asking for a password, or the OS? I ask because I've never known a phone to require a password to be turned off. My wife has an S7 and never had that happen.
