Galaxy S9 can't download Android 9 Pie update

I have a Galaxy S9 SM-G960F with Android 8 Oreo. I was recently alerted that Android 9 Pie upgrade is now available, but repeatedly get the following message

Couldn't download update. Unable to update the software. A network or server error occurred. Try again later.

I have no problems with WiFi / internet connections, which are high speed.
 
I've always used VPN, never an issue but is it possible you are using something that interferes?

And yes it is "rolling out" but not out.

I wiped the cache partition as you suggested and after reboot, tried downloading again. I first briefly got the 'can't down load' warning followed by 'connecting with server - please wait' and then the 'can't download ....... Please try later' warning came back again. And then, SUCCESS!
I had a thought and turned off the Battery Power Saving and my Norton VPN, after which, apart from a brief stutter, the download completed and I'm now installing.
Thank you for your suggestion, which I'm sure played its part.

I found Norton so bad that I ended up doing a full wipe: system reset. It ran slower, battery life wasn't great, and their VPN and suite.

I di use Malwarebytes and Adguard VPN
