galaxy tab 2 not charging

starts charging then stops starts and stops over and will not boot up

It could be a fault in the wall socket, the wall socket plug, the charger, the USB lead, the USB port in the device, the battery, or something further inside the device. You'll have to test each, insofar as you're able to, and eliminate them one by one.
