Galaxy Tab 3 Stuck at Startup & wont connect to Kies either.

Hi, I am totally new to this forum and new to samsung products.. Today i bought a new Galaxy Tab 3 but after i connect it to my wifi network it asked me for an update. it didnt update just restart and went blank, i turned it off and turned it back on.. now its stuck on the samsung logo and wont go ahead, I did hard restore, factory reset, cleared cache, i even tried to connect it with Kies but it keep saying connecting, I simply dont know what else to do to get it working. I live in pakistan so we dont have samsung support.. could anyone please tell me what to do with it.. i am willing to do anything with it to get it working..

Its a Samsung Galaxy Tab 3 ( SM-T210R ) wifi only
