Galaxy Watch not receiving notifications

[Android Central Question]

My Galaxy Watch watch can receive notifications from everything EXCEPT text and calls. The option to turn on this is "grayed" out.

I've had the Wearable for just over a year and the phone S9 longer. I've never had an issue until 10 February when I installed an update for both devices.

I've attempted several fixes:
-Disconnecting
-Rebooting
-Resetting
-remote sync with a Samsung Rep

Since this update I am also experiencing the Number Sync turning off without me prompting it to do so.
