The solution will ultimately depend on what's causing the problem.
Solution 1:
Disable NFC - that's been known to cause the problem you might be having on Samsung phones.
Solution 2:
Force-quit any applications that respond to your voice in the background - this was the solution for me.
Solution 3 (should work if the sound sounds like the charging sound):
Clean your device's microUSB port.
