Google Drive not working over WiFi on OnePlus 5 (does work on mobile data)

Google Drive will not upload any files on my OnePlus 5 when I'm connected by WiFi. The app just "spins" (the white / blue circle spins around as if it's uploading the file, but it never does).
Google Drive works fine when it's on mobile data and not on a WiFi network.
So, this is the opposite of the more common problem, when it work on WiFi but not on mobile data because of a setting.
I have tried disabling and then enabling, reboot, and clearing cache, with no effect.
Just to be clear: the problem is any WiFi network, not one in particular. (And the one I normally use, at my house, works fine with Google Drive on my Chromebook.)

Have you checked to see there are no VPNs or Proxies or custom network settings (like a custom DNS) set up on your phone? Those would affect WiFi only and could explain if any of the Google services aren't accessible.
 
Welcome to Android Central! This could also be related to the Google server outage that occurred over the weekend in parts of the US.
