Google Hangouts- Keep getting "complete action using" when trying to attach a photo

Everytime I try to attach a photo in google hangouts, I keep getting the "complete action using" prompt. I select "gallery" and "always" everytime, but I always get the prompt for subsequent pictures. Anyone know how to fix this problem?

start from the Gallery and "Share" to Hangouts rather than starting from Hangouts.

Thanks for the reply Gekko, but that seems really backwards from what I'm used to doing. I would prefer a solution from the hangout perspective as that is what app I am in a majority of the time. Anyone have a solution from that direction?
