Google Location Services Reports Off, but On???

I have enabled Google Location services, but I keep getting a card that says they are off. I click on the settings link and they are all checked. If I swipe the card away it comes back. It shows the correct weather and sports cards show up, but that's about it. Is there another setting somewhere? I have unchecked them all, rebooted and then enabled them again, but no luck.

Might be it. That would suck. I don't want G+ to sync my contacts, improve suggestions or auto-upload.

sounds like you will need to eliminate them one by one till you get the ding and find the correct service. need to look around. now is smart have yoo tried to ask it what it means? or some query? "ok google turn on location services" and see if it will show you what you need to do?
