Google News Website Will Not Scroll Down (or Up)

Not sure if this affecting any other websites but has anyone else had an issue with Chrome or stock browser getting 'stuck'? Not sure the best adjective to describe it ... the browser will act like it will scroll down (or up) but it will bounce back to the original page location.

Note: I did download Opera and it seems to work fine.

I have an issue with mine specifically with gizmodo. If im on a movile site site and there is a video that spans the entire screen then when I touch the screen to scroll down the video auto plays and I am unable to scroll past it. I am not sure if this is related to flash being installed or if its an issue with my note2/note8. The only way to get the screen is use the spen and do a hover scroll.
