I just got my 32 GB Nexus 6 from Motorola and have the $30/month pre-paid plan from T-Mobile with 5 GB of high speed data.
I am able to use my Nexus 6 as a Wi-Fi hotspot and it works great.
No issues with T-Mobile and this Nexus 6 from Motorola.

Must be the plan you're on. With my verizon unlimited it doesn't work. That's good news for you.

If your plan allows for hotspot then it is permitted, if you plan does not permit hotspot then it does not. This is only news in that previous Nexus phones were not carrier supported and therefore didn't do necessary checks ahead of time and this one is carrier supported so it does.

Have you tried clockworkmod tether? It doesn't require root - so you should be able to tether to a laptop. The caveat being that a data cable is required. This has really helped me out for streaming Netflix at work, since I made them turn off the wi-fi due to bandwidth issues :P
