Nope. The term preorder has always meant one would get an item on release date. Not just media but phones, consoles, etc. Otherwise nobody would ever preorder anything.

Nope the term preorder has always and will always mean you are ordering something that is not currently available nothing more, hence 'pre' or it would just be an order. There have been advance orders and same day as in store launches but this was not one and whatever you assumed does not alter the fact that Google said delivery in 2-3 weeks and that is what you will get.

As I already said... a preorder simply means you reserve something before it is available.
And since no specific delivery date or release date was listed, that means you get it when it is available. The only reason you preorder is so that in case there is a limited quantity, you know you're going to get one. It has nothing to do with getting it before everyone else or getting it on a certain day (UNLESS SPECIFIED UP FRONT).
If Amazon holds a preorder for a movie or game and tells you that it will be at your door the day it is released, then you can expect to have it THAT DAY. Google did nothing of the sort. You preorded and they said it would ship in 2-3 weeks. Well guess what... they are shipping within 2-3 weeks.

Nobody was forced to preorder from they play store. People did so with the terms that there would be a 2-3 week window with S&H + taxes.
Some waited and found and different alternative without those terms. From what I recall GS wave 1 preorders didn't even have a release date. All they got was TBD with no official release date.
google went ahead and sent retail outlets their orders to satisfy their customers. With an early release date for them.
The other side of the coin? Play customers are not happy google is meeting their agreement (2-3 weeks) because less loyal customers who didn't jump the gun got theirs first without paying s&h.
It was never implied the play store was going to be the only outlet or the first outlet. Otherwise they would have stated exclusive to the pay store.

The couple people trying to argue that a pre-order isn't really a pre-order, are the only sane people in the world.
By this definition the system worked. Retail stores placed orders months in advanced. They received first and their customers benefited.
Preordering and delivery time are two separate actions.

Lesson being NEVER preorder from Google.
I preodered my S3 from VzW June 10th, received it July 6th. No promises or anything, but I'm sure most of those that preodered received theirs on or before July 12th.

We clearly have folks in two camps here.
One group thinks that things declared or undeclared dictate our rights and benefits regardless of customer sentiment.
Others like me believe that in the absence of clear declarations it is safe to make assumptions based on industry norms and that these expectations supercede any and all interpretations of omissions. It's fair and reasonable to expect order fulfillment that mimicks long-standing industry practice.
I don't expect to convince anyone to change their position or that we'll meet halfway. There will always be folks in both camps. If Google wants to keep both groups happy, they'll need to change tactics.
