Google play money

I have Google rewards and right now a balance of $21.. I have been using this money to buy app, or stuff into the app, I switch phone two weeks ago (lg g4 btw) and today try to buy some stuff into a picture editing app and it say Google money ($21) isn't accept it..

I would suggest contacting Google to see why the credit can't be used for that.
