Google play movies charged me, but the movie won't download

They charged me just fine, but during the transition, it said there was an error connecting to Google. My movie never downloaded. I rebooted and cleared the Google plan and loved cache. Still nothing. Talked to Google, and they initiated a credit for the movie, and said it could take up to 2 weeks to show up as a credit. I then attempted to buy the movie again. Same Damn problem! So, now I'm out almost $40 for up to 2 weeks while I wait for refunds, and I still can't watch the stupid movie.

The Google play store has defrauded our son Logan. They double charged us when we purchased an app in the play store and refuse to refund the money. I have been continually addressing the issue since November of 2013 and they continue to make excuses and refuse to rectify the matter. Everyone needs to follow up on their credit card purchases on Google play and contact their Attorney General as I am doing in order to combat predatory corporate practices.
