Google Play movies download not working

I tried to download a new movie I bought and I get an error on that and EVERY movie I have purchased when I try to download them stating the movie can only be downloaded 5 times.(I JUST bought the movie)
I do have a few android devices and tried downloading on my Nexus 6P the same movie and others, no issue.

Can someone try downloading to see if its something systemic or my issue?

Spoke to support. They were perplexed as it works on my other android devices. Had me do a bunch of steps(clear cache on google play, reboot among others). They gave up and they are escalating this to level 2 support.
