Google Play Music not syncing

I recently upgraded my phone from a Samsung Galaxy S4 where I had songs downloaded onto my SD card, to a Samsung Galaxy S6 where there is no SD card option. When trying to sync Google Play Music, certain playlists that were downloaded to my card appear to be greyed out and my music won't sync. I've down every Google troubleshooting step I could find, including a factory reset, but I suspect there are files within Google, that I cannot see, that are telling the service I already have those songs on the phone, with no way to delete them. One workaround that I've found is to manually download every song in each playlist to my phone, them add them to the playlist, which creates a duplicate for the playlist on my PC, then delete the duplicate from my PC. So, I'm able to sync from phone to PC, but not the other way around. Does anyone know how to access the file in Google Play music with song information and permanently delete?
