Google Play region issue

Hello i don't understand what is going on with my canadian nexus five. I have been trying to download google opion rewards and google wallet but im region locked. i'm currently in america and i have been trying applications and constalty changing my information saying it to america. Google says im in america i changed it again but i still can't get it on my laptop or nexus phone. both still say im region locked.
Dose anyone have an idea what is going on? i'm very infuriated because its very easy from what i have seen but idk why its not working as they say.
