I keep getting this no matter what network I'm on. I even cleared Google play store data and Google services framework with no luck.

Any ideas?

Thanks

Remove your gmail account, then clear data/cache on playstore, service framework and download manager. Add your account again, and .restart.
Funny thing, I had to do this this morning. Second time it happens to me.

I had this issue before, and it was being caused by the device pulling a completely wrong time (It thought the year was 1980 something).

You GOT this error because you cleared Google Services Framework. Remove and re-add your google account on the device.

Worked thank you.

And I only cleared Google services framework after I started getting that message so I wouldn't think that would be the problem right?

Thanks for this info. I had the same problem and this worked for me. I had to add my wife's account then delete mine, then recreate mine and magic!

Go to accounts in settings and select your Google account. Then in the top right corner (3 dots) you will find the option to remove your account.

On my N4 there is no option to remove account, only add a new one? How do I fix the download error message that the OP described?

EDIT: I've found how to remove my Google account, I just hope it doesn't reset everything.
