Google Vpn Auto-connect?

Does anyone else have the same issue when restarting their phone, even when the use vpn option is off?

Mine's the opposite, it won't turn on nor connect period. Don't care that much though, it used to work just fine.

I don't use Googles VPN but haven't experienced it auto turn on , are you in Android beta?
