Question Googleplay account system

I had a simple system for pay for play items for a Google Play store app or game. I would purchase Google Play cards at the store, and enter them into my account balance. This helped make sure I kept purchases under control. Without the temptation of the "buy now, pay later' system that a credit card would offer. Now however, I'm being told if I want to make real world purchase from the Google Play store, even off my account balance, I need to have a credit card registered with my account. Again, the whole  point of setting up an account balance was so I wouldn't have to use a credit card. But they're going to force me to register a card with them? What theWHAT?!
