I have not really tested out the GPS capabilities of my S4 except locally with my activity (walking/running/biking) app. When I start up the app outside it tells me the GPS signal is weak (Naples FL) and unless I turn on the Mobile Data, I don't get tracking of my route. None of my other GPS enabled devices have a problem here. Is the S4 just weak in that department or could it be I don't have something setup correctly? I am running 4.3, but the situation was the same with 4.2.2.

The GPS signal could be weak but it probably is not. Test GPS out a few miles away. Also make sure the GPS icon is turned on in the Notification bar. If so, download a GPS app like GPS Essentials. It is free and will tell you how good your signal is. You could also test GPS location in Google maps. If GPS seems good in these, check the activity app settings or re-install the app.
Worst case scenario is the GPS is bad on device and you may check the ATT warranty people.
