Grant write access to external storage

Hi, my tv box runs on android 8. The issue I have with it, is that it doesn't allow write access to any third party apps for external storage. Only the built in file manager can do it. Enabling this function through developers option has not worked.
Is there a way to fix this?

If the app is asking for access, tap, click or select the SD card image (on the screen) itself. If it doesn't, the app can't write to the SD card. Some can, some are written not to.

It doesn't. The only info I got about this issue was from the total commander file manager which said some framework is missing. A system app which is responsible for granting apps write permission has been removed by the manufacturer.
