Gray connection bars

Ive noticed this problem occurring more and more on my phone.
It happens for both Wifi connection and mobile connection - the bars in the status bar that show how strong your connection is turn gray and then I cannot connect to the internet. Even when I have full bars they turn gray and I cant connect.
Whats going on and is there any way to fix this?
(Running Jelly Bean if that matters)
 
From what I understand the connection bars are your connection strength regardless of color. As we all know, the more bars the better the signal. When the bars are blue means that you are connected to your google account.

So, any bars, regardless of color should mean you have a connection - as long as you have any bars. Is this an issue on only one wifi network?
 
Last time my network showed I had grey bars when I went into a home Depot store. I could make calls but would not allow me to use data such as in Web surfing. When I walked outside, the grey bars turned blue and I was able to have Internet connection again.

If the bars are grey, it just shows the signal strength. But once the bars turn blue, you are connected to Google's servers and can use the internet. Try switching off wifi and turning it back on.
