I WAS SENT AN 18sec VIDEO BUT ONLY WAS ABLE TO VIEW 8sec OF IT. IS THERE SOMETHING I NEED TO DO ON MY GS3 TO RECEIVE THE WHOLE VIDEO?

It may be possible that the 8 seconds is as much that could be sent. I am guessing via text message? Another way to view it is for the person who sent it to you to put it in a public folder in Dropbox and then send you the link.
