GSM GNex direct from Play, for overseas

so i think i know the answer to this, but just want to make sure. i want to buy a GSM GNex for my cousin in Israel, direct from Play store.

does she need to do anything other than pop in a local SIM card once i get the phone to her? Israel is GSM 900/1800

She should be able to put the SIM in and possibly configure the APN settings. That's it.
