Probably in either Root Explorer (make sure it's set to read write (r/w) and not read/open (r/o)) or by dragging it to a PC, editing, and pasting it back.

Or you can use franco's app and turn it manually to 1.

I'll just use Franco's app then. Do you think it is wise to flash JB bootloader?
 
I thought only 3G only phones could be throttled by Verizon

Based on your screen shot, looks to me like you are on 3G not 4G.

I'm sure this had been answered but I need to be certain! IF I decide to flash jb bootloader do I need to do a full wipe? I am thinking I need to. Again, sorry if this has been answered. This thread is up to so many pages its hard to find information already covered

Hope this means more stable roms/kernels, customizations in the roms for us to flash. it's amazing, it's been about 2 weeks since the leaks and the file is being released for the devs to dive into and have there way with them!!! :)

Google has been both pretty quick and challenged (the whole apple crap) by the release of Jelly Bean. This will probably be the most efficient release thus far for an android OS.

Figured since AOKP and Cyanogen are going to take quite a while before they release their respective versions of JB.

great and here I am finally flashing JB2.5, can not keep up with it. these devs live and breathe to push out new roms and kernels and all sorts of goodies for use to flash, god bless them for the dedication!

I've never tried CM, always been partial to AOKP personally, always ran smooth for me and had enough tweaks and customization for me.
