Keeps popping up...doesn't matter if I have Wi-Fi on or off.

I haven't seen that on my phone, but I think it may be fixed by doing the normal Clear Cache Partition process on the Recovery Menu.

First of all, go to Settings-Device Maintenance-Storage-3Dots at the top right-Storage Settings-Internal Storage and click on cached Data (Similar results on by simply pressing Clean Now when you enter to the Storage Menu, I've always done it the old way).

Then turn off your phone and Press and hold Bixby-Volume Up-Power buttons until you get the Samsung boot up logo and release the buttons, after it does its stuff you will see and Android with an Exclamation Sign then press and hold Power button and then press Volume Up. This will take you to the Recovery Menu, in there browse with the Volume buttons and select "Wipe Cache Partition" with the power button, once you do that just reboot.

Doing this has fixed tons of issues in all Android phones for years, so I think it may also helps people with this bug.
