Have I bricked my Nexus 7 32GB 2013?

I think I bricked my Nexus 7 32GB 2013

I was factory resetting my device and it got stuck in an "erasing data" loop. I tried to reboot it and now it is stuck on the startup Google screen. When I plug it into my PC, it doesn't recognize the device, but it will charge.

Am I screwed or is there an option? FYI - I'm new to big Android issues.

Try the Wugfresh toolkit. Google it if you're not familiar.

I see my PC does see the device, but I'm having a hard time with USB configuration.

I'm looking at your suggestion and I'm questioning that if my PC doesn't see the device am I screwed. I can't access beyond the Google screen and there's no PC connection.

Have you tried booting into the bootloader? Then your computer would be able to see it as a fastboot device and you'll be able to salvage it.

However, you almost certainly haven't bricked your device. If you can get to the Google screen, your bootloader is almost certainly accessible. From there, you should be able to bootloader unlock the device and flash a factory image. You will lose any data on the device, but it is better than losing the data and device.

jdevenberg - Again I am new to all things Android and bootloading. I can get to a screen that says Restart Bootloader. Do you have a link to a youtube video that would explain the process. Thank you for your and everyones help.
