Having data switched on but but locked so that it cannot be used.

Hi, My son has an android phone with a pay as you go sim installed.
It has a minimum amount of data included and this is turned of so that he is not tempted to over use it. He uses WiFi when at home.
We want to use the Samsung find my phone app in case he loses the phone but this relies on data to be turned on all the time.
My question is ,is there a way of having data on but locking it so that my son cannot use it but it will still be available for find my phone.

That's a third setting that needs to exist...Mobile Data On, Mobile Data Off, Mobile Data On For Location Reporting Only.

I don't think that what you're asking is possible via any settings.
