Having trouble with contacts syncing to Google

I have a Samsung Galaxy S3 and when I enter a new contact on the phone, select Google for the account and save the contact it is not synced to Google. If I enter it on the website, then it does get synced to my phone. What is going on? Does anyone have any suggestions on how to fix this? The contact won't get synced and will disappear if I enter it on my phone. I don't always have access to the website at the time I want to enter a new contact.

Go under settings, account, and ensure your Google account is set to sync contacts.

It is set to sync contacts. That's how I'm able to get the contact when I enter it on the website. It just won't go from the phone to the website.

Try adding a new contact on the phone and go force the sync.. Then see if it shows up.

In fact, the Sync Contacts is turned on as well as Sync People details. The only thing I have turned OFF is Sync Chrome.
