hdim cable connection issue to tv with s9

When I connected it, the TV monitor states "make sure that all four corners of the screen fit your monitor or tv........." However, the "OK" control button only shows up on the TV screen and I'm unable to control it on the phone or with the TV control. I can't move forward. I was able to connect it before directly, without this screen showing up on the TV.

Have you tried connecting a BT mouse or keyboard? What about the back button?

Also sounds like you're booting up DeX for the first time, so check your connection settings on the phone (notification bar) if that's not the mode you're trying to use.
