First, I'm relatively new to android, so please forgive some possibly dumb questions...

Ok here goes!

I have a HTC One M7 from Ting. It's a rebranded Sprint phone. I got them to unlock my SIM for GSM roaming as I live on a border city and hop between Canada and the US on a daily basis. Now, my Rogers SIM works great but only for voice and texts. After doing research on the bands it seems as if the Sprint version should work with Rogers 3G. Is this a carrier lock by Sprint or what?

Now for the meat of the matter. I love this phone but I'd really like to try a Google Experience on it. I've done a lot of research on the matter and have concluded I want to try this ROM [ROM]★☆★Nocturnal GE CDMA|4.4.2|03/09/2014|★☆★ - xda-developers

I've done a lot of homework, reading through many tutorials, and I think I have all the steps down on how to install this. But I have a few things that I just don't understand.

Basically I think I need to follow the instructions from here How to Install CyanogenMod on the HTC One (Sprint) ("m7spr") - CyanogenMod except using the above mentioned ROM. So my question is can/should I do a backup first using holo backup to preserve the apps data I have since the HTC unlock will wipe the phone? Install zip from recovery... Is this obvious once I have the recovery installed?

Many thanks in advance. Wasn't sure if I should create threads for each question. Pardon me if I should've.

If you have a custom recovery installed already you are good to go. i would make a nand backup within the recovery, also use htc's backup just to have it. As far as installing the rom, just copy it over to your internal sdcard on the phone using the usb cable. Enter recovery, make a backup. you want to wipe cache, dalvik, data and system. do not wipe internal storage or you will lose everything. back on the main menu go to install pick the roms zip and flash, its real easy. when its done reboot and profit!!

I know here on the Sprint network the sim card is used for 4G LTE so maybe that has something to do with it. Have you called your carrier and asked them?
