Help removing google account info

Hello I am trying to get google family link set up on a galaxy s20fe and keep getting errors. I have in the past been able to set it up without issues in the same phone. I would go into settings then accounts and remove any google accounts from the phone. Then after a restart I would sign in using the childs account and set up family link. Now when I do this exact procedure eventually I get to a screen that says something like family link cannot be set up on a device with more than 1 profile. What the heck is a profile? I thought they meant another google account but they have all been removed. I have cleared cache and then even app data for every Google service or any app that used Google account as a login and still cant get it to work. The only way it works again is after a factory reset. I am trying to figure this out without having to factory reset phones all the time.
