Help stock 4.3 signal loss

Hey guys I upgrade my fiance's Note 2 on AT&T to Android 4.3 via OTA update since the said update has been applied she has had major signal loss and pretty much no cell reception and comes in and out and its not stable any ideas? is there a way to perform a factory of factory reset via Odin? I've done a factory reset in the settings, but the same problem still exists. Or should I root the phone and reinstall the stock firmware I'm thinking that it's the radio that was a bad flash during the OTA.

You can try to wipe the cache in recovery mode. Also, is her signal loss everywhere and in places where she had good signal? I'm assuming her phone is out of warranty..

The sign loss is in places where she had got great signal (home and work). My phone will have great signal where hers will have a 1-2 bar signal. And it loss signal completely, I'm not sure if it has a warranty still we got it in February of 2013.
