Help with data notifications after JB update

i keep getting 2 notifications that annoy me.
1. when i send pictures on wifi with mobile data turned off, i get a message (see picture 1). The good thing is that the picture still sends over wifi.
2. after a factory reset, now i get a message that with mobile data off i cant access apps ( see picture 2).
can anyone help me with removing those notifications?
