If your on a stock rom you wont have root access unless its a stock rooted rom. A lot of people new to rooting make the mistake thinking that a unlocked bootloader means root. Its not. Its the rom itself that is rooted which gives you full access to the system files. A unlocked bootloader only means that you are able to flash a custom recovery so you can flash a rooted rom or superuser.zip.

So then I can just flash a Rom with root capabilities with out bricking? Or anything like that.

Most if not all custom roms will be rooted
OK, so what you are saying is that with an unlocked bootloader, I can go ahead and flash a rooted ROM onto an unrooted phone? Yesterday, I got my bootloader unlocked w/ no problem. However, every root tool I could find was unsuccessful in rooting my phone.

HBOOT 2.09.000

Yes, a unlocked bootloader allows you to flash a custom recovery so you can flash roms, So install a custom recovery which i recommend TWRP ,
