I'm going to be getting a HTC evolution 3D today and I am going to use stock recovery to get it back to normal (not a new phone) now will I have to downgrade? I want s off and root what's the easiest way. My PC CD drive is shot and I was wondering if I could use just the phone to do all the stuff if not ill flash the ISO to a pen drive

What do you mean "get the phone back to normal"? Is it rooted already?

If you want it s-off then you'll need to have a computer handy. The downgrade method uses linux. I think the jbear method uses windows. If by chance the phone already has hboot 1.4 then all you need to do is go to revolutionary.io and run their script.

Using the stock recovery to "fix" it would mean running an ruu, depending on which ruu you choose, it could upgrade your hboot, which isn't a good thing for someone wanting s-off.

Well I have 1.5 hboot I used dev method and added a recovery I just gotta boot the recovery through hboot for it to work
