hi, i have samsung s4 cell. it is not turning on. how to reset it?

did you try to access recovery mode as the message suggested

First, turn your Galaxy S4 off.
Now, press and hold the Volume Up, Power and Home buttons until you see the Samsung screen.
Release the Power button but continue to press Home and Volume Up until you are brought to the recovery mode on the Galaxy S4.

If the phone won't power off with the Power button, then simply pull the battery.
