I want an app that SIMPLY tells me the IP address of devices connected to my hot spot.

There must be such an app SOME where but it is like trying to find a needle in a hay stack.

All the apps seem to exclusively manage my Telstra wifi network.

When you're attempting to use a network analysis utility to scan a local network for active IP addresses, that utility is going to default to the local network your device is actually connected to, apparently in your instance your broadband connection is provided by Telstra. Your phone is connected to the WiFi signal that's being emitted by your Telstra modem/router appliance, so any networking app is going to work off of that.
Regarding your phone and your hotspot, keep in mind any WiFi network generated by your hotspot is a different local network. A hotspot takes in a cellular signal, the mobile data connectivity that's sourced by your phone carrier service, not the broadband connection from your ISP, Telstra. And your phone isn't going to connect to the WiFi network from your hotspot, that would be a weird, inverse situation where your phone would be trying to connect to itself. Other devices can connect to your hotspot WiFi network, your phone cannot -- so it's not a matter where your phone will use online connectivity using both WiFi and mobile data, it's one or the other.

So when using whatever networking app to connect to your hotspot WiFi, install it on a different device not the phone that's actually generating the WiFi network. Your phone is connected to your Telsta WiFi network, you need to use a device that's connected to your hotspot WiFi network.
