How can I access my tablet from a frozen bootscreen to switch my location on ?

My Android (generic jellybean 4.0 series) was working perfectly until I switched off my location in the utility. There was also some erratic behavior when i added the cms security app, but i tolerated it in exchange for the security. Now it has been months since I have been able to access the tablet which seem to still have all my previously installed app according to my synched desktop.

Are you able to boot into Recovery, or Safe Mode?
