How can I change my voicemail contact # so that it does not default back after I reboot my phone?

Checking voicemail in the car using Android Auto is really difficult unless I have my voicemail contact auto enter my PIN (by changing the voicemail # to include [pause]+PIN+1). However, my voicemail contact number defaults back to *86 (losing the pause and the PIN) whenever I reboot my Moto G Power. Is there any solution to this?

Is this a voicemail contact you created yourself, or is it a built-in voicemail shortcut? If the latter, then try creating your own customized voicemail contact.
