How can I fix unfortunately the process com.google.gapps has stopped.?

unfortunately the process com.google.gapps has stopped.

This is on my Nexis 7 and no matter what I try it won't go away. I have tried to clear things but it won't let me. I don't know what to do at this point even if I try it in safe mode it won't go away.

Welcome to Android Central! Are you able to boot into Recovery and wipe the cache partition? http://forums.androidcentral.com/go...e-nexus-7-2012-2013-cache-partition-wipe.html
