How can I get a custom constant notification?

I always have wifi on, but I would like to start turning it off when I'm not home. Is there a way to make a constant notification come up for whenever my wifi is off? So when I turn it off it will automatically get the notification, and when I turn it on it will auto dismiss the notification. I have tasker and I would buy another app if I had too.
I would also like to do the same thing if Bluetooth is off, and if my phone is on silent (since I bump it all the time)
