yes. buy an Android phone. i recommend Nexus.

There may be (and I use "may" the way I'd say that there may be a pot of gold at the end of the rainbow - it's never been proved impossible) an Android emulator that runs on a Windows phone. (There's version of Android that runs on a Windows computer.) But by the time one actually comes out, the Note 5 (which hasn't even been rumored yet) will probably be an old antique.

As Gekko said, if you want to run Android apps - and there's no equivalent Windows Phone app (many people write 2 or 3 [iPhone] versions of an app) - buy an Android phone.
