How Can I Get Past Not Signed In Screen

Hello. I did a Master Reset on my phone and now I can't use my phone.

I am trying to set it up after the reset; however, after I either tap the Skip or Next button to move forward through the screens, I keep on getting to a screen that says "Not signed in...You first have to sign in to an owner's Google Account in use on this phone when it was last reset..."

I went to the Device activity & security events page in Google and deleted my Google account from my phone, but I still can't get past the "Not signed in" screen.

What should I do?
 
This is a security feature that can not be bypassed. I'm pretty sure you can change your password remotely, then log in to the phone after two to three days. Though, not sure if removing the phone from your account would work, though. I kinda doubt it, because it could open the door for a thief to gain use of a phone.
 
Kodak2, I can't get past the Not Signed In screen on my phone. I can get to my Google account on my PC, but since I did the Reset and am trying to set the phone up, the Not Signed In screen won't allow me to move forward.
 
Welcome to Android Central! Has this phone always been yours, or was it someone else's previously? If the latter, and if that person's Google account was never removed from the phone, then a factory reset will prompt you to enter that Google account and password (not yours). You'd have to get that person to help you log in.

Usually one of the screens that pop up is for signing into the Google account, it sounds like you might have skipped past it on accident.

If you can provide the model of your phone it may be of help.
 
B. Diddy, Hi. No, the phone has always been mine. How do I enter the Google account and password? There is a Set up email screen, but next to the Google icon it says "Google accounts are added in Settings". However, there is no way I can get to the Settings because I can't get past the Not Signed In screen.
 
B. Diddy, I think the best way for me to describe what is happening is to list the actions I take step by step.

1)A blue Welcome screen is first. It says "English (United States)". There is the Emergency option on the bottom of the screen and a right arrow so that I can advance to the next screen. I click on the arrow.

2)The Select Wifi screen comes up. I skip this because I do not have WiFi.

3)The name screen comes up. I type my name and press Next.

4)The Set up email screen comes up. The Google information is grayed out so I cannot do anything with Google. I tap the Not now option.

5)The Protect your phone screen comes up. For now, I deselect the "Protect this device" and I tap Skip.

6)The Google services screen comes up, I make my choices, and then I tap Next.

7)A warning comes up: Not signed in...You first have to sign in to an owner's Google Account in use on this phone when it was last reset. Because you haven't done so, you have to set up the phone again". There is a Set Up Phone link to click on which brings me back to the blue Welcome screen.

At this point, I can go no further on my phone. Any advice would be appreciated.
 
What happens if you go to some place with public wi-fi and do the Setup Wizard there? Then when you get to step 7, try signing in with your previous Google account/password (even though you mention that you deleted the account from the phone).
 
And being connected to wifi may make the screen in step 4 usable. That sounds like the screen to put in your Google account, which would sign you in.
